Eduardo Segura is Founding Partner of De La Rosa & Segura, a Panamanian law firm focused on maritime, corporate, and customs law. A recognized specialist in international maritime law, he has dedicated over two decades to legal practice with emphasis on maritime litigation, ship registration, ship mortgages, claims before the Panama Canal Authority, and maritime arbitration.
His professional career includes serving as Director of Legal Advisory at the Panama Maritime Authority from 2014 to 2017, a position from which he contributed to strengthening the regulatory framework of the Panama ship registry, the largest in the world. He was previously Founding Partner of Segura & Asociados (2004-2011), a firm that merged into De La Rosa & Segura when, together with Fanny De La Rosa, they founded the practice in 2011.
In academia, Eduardo is Professor of Maritime Law at Universidad Santa María La Antigua, Professor of Legal Foundations of Maritime Business at Universidad Latinoamericana de Comercio Exterior, and Professor of Maritime Transport and Insurance at Aden Business School. This commitment to teaching reflects his dedication to training the next generation of Panamanian maritime lawyers.
His academic credentials include a Master's in Maritime Law from Universidad Santa María La Antigua (2010) and a Master's in Bunker Business and Operations from the International Maritime University of Panama (2015) — an uncommon combination that allows him to advise with technical depth on both the legal and operational aspects of maritime business. He also holds a Diploma in Mediation and Conflict Resolution Techniques from Universidad del Caribe (2021).
He is a member of the Panama National Bar Association (CNA) and the Panamanian Maritime Law Association (APADEMAR).
